Many Individuals are living with unresolved trauma—often expressed through cycles of addiction, instability, and disconnection.

While many organizations are doing meaningful work, the scale of this crisis has surpassed the capacity of existing systems, leaving many without a clear path forward.

The System isn’t Built for Long-Term Recovery

Across Ontario, individuals face a system that is fragmented and not built for long-term recovery.

Key gaps include:

– Limited access to detox and long wait times

– Short-term treatment with little follow-up support

– Over capacity in shelters and lack of stable housing

– Barriers to entry and unaffordable programs

– Fragmented services that individuals must navigate alone

A Recovery Campus

The Peter & Cathy Quiring Foundation is building The Foundation of Hope—a recovery campus designed as a safe, structured community where individuals can move through every stage of recovery in one place.

Bringing together recovery programs, transitional housing, life skills training, and long-term support, the campus creates a single, connected environment—eliminating the need to navigate fragmented systems.

It is designed to provide stability, connection, and continuity of care, offering a clear path forward from crisis to long-term independence.

The Valley

Outreach and Identification

The journey begins by meeting individuals where they are—in shelters, on the streets, or in moments of crisis.

This stage is about building trust, restoring hope, and helping individuals take their first step toward recovery.

Step 2

The Refuge

Stabilization and Assessment

The Refuge provides a safe place to rest, stabilize, and begin.

Here, individuals receive assessment, basic care, and early support—creating a sense of safety and stability as they take the next step toward recovery.

Step 3

The Ascent

90-Day Recovery Program

The Ascent is a structured recovery stage focused on healing and personal growth. 


With trauma-informed, peer-led, and faith-centered support, individuals begin to address root causes and build a stronger foundation for lasting recovery.

Step 4

The Ridge

Transitional Housing

After completing the 90-day trauma awareness, and recovery program, individuals move into a stable and supportive living environment.

Here, they build structure, responsibility, and independence—strengthening their progress while remaining connected and accountable.

Step 5

The Crest

Life Skills & Independence

The Crest represents a turning point.

At this stage, residence continue to build life skills, develop healthy routines, and prepare for employment, education, and independent living—moving closer to long-term stability and self-sufficiency.

Step 6

The Summit

Affordable Housing and Independence

The Summit represents long-term stability and independent living.

With safe, affordable housing and continued community support, individuals are able to move forward with confidence, dignity, and a renewed sense of purpose.

Step 7

The Return

Lifelong Mentorship and Community Impact

Recovery does not end at stability.

The Return is about staying connected, giving back, and using lived experience to support others—creating a lasting sense of purpose, community, and continued growth.
